Alisand has had the rare opportunity to serve in 3 different international organisations. The UNICTR in Arusha Tanzania as Legal Researcher in the Office of the Prosecutor, African Union Commission in Addis Ababa Ethiopia as Senior Legal Officer Institutional and General Legal Affairs, and currently with the African Development Bank as Ombudsman in the Office of the Ombudsperson.

At forty-three Alisand has had an illustrious twenty plus career, at age twenty-seven he was appointed Treasury Counsel and Legal adviser to the Minister for Finance and National Planning in Zambia a position he held for seven years, at thirty-four he was selected from a host of applicants as Managing Director of Zambia’s largest Pensions and Insurance Corporation the Zambia State Insurance which at the time was ailing financially with a balance sheet of minus 300 million Kwacha. Applying rare managerial skills and financial tact he set the firm on a paradigm shift that led to a 50 billion Kwacha surge and saved the sinking ship to profitability. Soon after that transformation the phd (pull him down syndrome) prevalent in some circles began, this was not helped with the change in government leading to his leaving public service and retiring at thirty-six.

He then launched a protracted 6-year legal battle and was to be vindicated in the multi-billion-kwacha legal settlement award to him in the Supreme Court of Zambia. He then delved into private practice and consultancy before the lure abroad launched him into the Diaspora. Alisand has scored some firsts including setting up the Revenue Appeals Tribunal of Zambia were he was the first: Registrar, Secretary to the Appeals Tribunal of the Bank of Zambia and Secretary to the Appeals Tribunal of the Pensions and Insurance Authority. He has travelled extensively in Africa, Latin America, North America and Europe.

Alisand, a Member of the Zambian Bar and a Court Certified Mediator, was born in Ndola to a civil servant and a housewife the third of five siblings, is a firm believer in the Good Lord's blessings and that no person should lay claim to fame save to share and count ones blessings, so that there is a clear understanding that the humble beginnings of one must not cause them to feel greater than others but to try and lift their spirits also and say ‘I did it so can you’.

Maurice has over the duration of his career specialized in the following areas: price statistics, design and analysis of household survey, assessments of national statistical systems in Africa among other things. His professional career started as a Statistician in the Price Information and Statistics Unit of the Prices and Incomes Commission, Lusaka, Zambia. A policy advisory research institution on prices and incomes. He started as an Economist/Statistician in 1983 and rose in the ranks up to the Assistant Director position by the time he left in 1992.

He joined Africa Development Bank in 1993 as Senior Statistician a position he held until 1998 when he became the Principal Statistician. He became Chief Statistician in August 2007. (Congratulations!) In 1989, he became an elected Member of the Institute of Statistician (MIS), UK. In 1994 he became Fellow (Chartered Statistician) of the Royal Statistical Society, UK and in 2006 he joined the International Association of Survey Statisticians (IASS). He has also be consulted by various organizations including the Zambian Government. He was a member of the Technical Committee that developed a Drought Impact Monitoring System in Zambia.

After graduating from School of International and Public Affair (SIPA) at Columbia University in New York City, Andrew completed a doctoral program at Manchester University. In August of 2004, he was appointed adviser to the Vice President of African Development Bank. In that position he was able to make a positive contribution to the bank's member countries by advising them on the bank's operational program. Prior to joining the African Development Bank, he was a Senior Economist at the Ministry of Agriculture and Water Development in Lusaka.

Charles Leyeka Lufumpa, PhD

Dr. Lufumpa joined the African Development Bank in March 1992 as a senior Economist-Statistician in the Central Projects Department responsible for formulating and analyzing the Bank’s policies and strategies for poverty reduction, environmental economic issues as well as coordination of the Bank’s lending program. In January 1996, he moved to the Strategic Planning, Policy and Research Department where he served in the same capacity until his appointment as Manager in the Statistics Division in September 1997, a position he held until his appointment in March 2007 as Director of the Statistics Department. Prior to his appointment as Director, Dr Lufumpa served from October 2005 as the Acting Director of the Bank’s Development Research Department.

Before joining the Bank, Dr Lufumpa had accumulated a total of nine years of working experience as a Senior Policy and Planning Economist in the Ministry of Agriculture and Water Development in Lusaka, Zambia. He also served as a visiting researcher from May 1984 to January 1985 in the Department of Economics, at Iowa State University, USA, on secondment by the Zambian Government to work on a large-scale mathematical programming study aimed at determining the least cost way of distributing maize in Zambia.

Dr. Lufumpa has been married for 19 years to a fellow Zambian Judith Nanyangwe Lufumpa, holder of a B.Sc. degree in Agricultural Sciences from the University of Zambia (1985) and an M.Sc. degree in Agricultural Economics from Iowa State University (1991). The Lufumpa family has been blessed with 4 beautiful children, ranging in age from 17 to 10 years.
