Bilika is a Legislative Drafting Consultant at BHS Legislation Services
of the Cayman Islands Government. "Essentially I have been drafting legislation full-time for most of my career in law, that is, since 1977.
This I have done in Africa (Zambia) and in the Caribbean (Guyana, British Virgin Islands and Cayman Islands).
I have also undertaken consultancies for international organisations such as the Commonwealth Secretariat, London, England.
I am published in legislative drafting and in substantive areas of law in the UK, Germany, South Africa, Zambia and elsewhere.
I have also taught legal drafting at the International Development Law Institute in Rome, Italy."
He has also taught at the University of
Zambia Law School and later served as a Senior Lawyer for the Southern and
Eastern African regional integration body, COMESA. Prior to that, he served in
many senior capacities at the Ministry of Legal Affairs in the Republic of
Zambia. In his new book
he asks, "To What Extent Can One Deviate from Prescribed Forms without Affecting Their Validity?"
